What was done

Researchers analyzed 38,681 illicit cannabis samples confiscated by the U.S. Drug Enforcement Administration (DEA) between January 1, 1995, and December 31, 2014. Cannabinoid concentrations, specifically delta-9-tetrahydrocannabinol (THC) and cannabidiol (CBD), were quantified using validated gas chromatography with flame ionization detection.

What was found

Mean THC concentration in seized cannabis plant material increased from ~4% in 1995 to ~12% in 2014. Concurrently, mean CBD concentration fell from ~0.28% in 2001 to <0.15% in 2014, causing the THC-to-CBD ratio to increase from ~14:1 in 1995 to ~80:1 in 2014. The total number of confiscated marijuana samples fell in the final four years of surveillance, while the proportion of higher-potency sinsemilla samples increased.

Why it matters

This study documents a threefold increase in THC content alongside a reduction in protective CBD across two decades of U.S. illicit cannabis seizures, demonstrating a major shift toward high-potency products.

Limits

Samples were derived entirely from DEA law enforcement seizures, which represents a non-random convenience sample that may not reflect state-level legal markets or total illicit supply. Clinical and health outcomes in cannabis users were not evaluated.
