Researchers compiled publicly available data on US biomedical research funding from 2003 to 2008 across government (federal, state, and local), private, and industry sources. They utilized regression models to compare financial growth trends between 1994–2003 and 2003–2007 and tracked total US Food and Drug Administration (FDA) new drug and device approvals over the same timeframe.
What was found
Total nominal funding increased from $75.5 billion in 2003 to $101.1 billion in 2007. Adjusted for inflation, funding rose 14% from 2003 to 2007, reflecting a compound annual growth rate of 3.4%, significantly lower than the 7.8% annual growth rate observed between 1994 and 2003 (P < .001). In 2007, industry was the primary funder (58%), followed by the federal government (33%). In 2008, combined inflation-adjusted funding from the National Institutes of Health (NIH) and industry declined by 2% (from $90.2 billion in 2007 to $88.8 billion in 2008). In 2007, biomedical research accounted for 4.5% of total US health expenditures, whereas health services research accounted for 0.1%. The increase in funding was not accompanied by an increase in FDA drug or device approvals.
Why it matters
The study documents the deceleration of US biomedical research investment following the NIH budget-doubling era and highlights a growing reliance on commercial industry funding without a commensurate rise in novel therapeutic or device outputs.
Limits
